Overview

This is the second of a two-part webinar series hosted jointly by the College and Career Readiness and Success Center at AIR (CCRS Center) and American Youth Policy Forum (AYPF) aiming to draw connections between the growing understanding of how states can more accurately measure college and career readiness and relevant state policy considerations.

The second webinar discussed the progress of state longitudinal data systems and the governance structures developed to ensure proper use.  Our panel of national experts and state leaders provided an overview of the successes and challenges of building cross-system longitudinal data systems and discuss the critical role that governance plays to ensure appropriate use and alleviate privacy concerns.

Presenter Biographies:

Anderson formattedRachel Anderson, senior associate of policy and advocacy, joined DQC to support the work of ensuring academic success for all students through access to and meaningful use of high-quality data. Rachel aids state policymakers in understanding their role in supporting effective data use, focusing on the landscape of state education data systems, student data privacy, personalized learning, and education technology.

 

 

Melissa Beard formattedMelissa Beard is the Data Governance Coordinator at the Education Research and Data Center, Washington State’s P-20W office.  ERDC links preschool, K-12, higher education and employment data in order to collaborate on education research and share data.  As the Data Governance Coordinator, Melissa’s focus has been to bring the data contributors together to discuss how to share linked data responsibly.  Her educational background includes a bachelor’s degree from University of Washington and a master’s degree from Stanford University.  Melissa is finishing her dissertation studying educator use of P-20W data at the University of Washington.

Dorothyjean Cratty is a Senior Researcher in the Education Program at the American Institutes for Research, specializing in technical assistance for state and district analytic education data use, statistical capacity-building, and researcher–practitioner partnerships. She currently leads the work of the new Rhode Island Research Hub and was previously program officer and data use lead for the Institute of Education Sciences’ Statewide Longitudinal Data Systems (SLDS) Grant Program. She is the co-creator of the Data Analysis Technical Assistance Community of Practice in Education (DATA-COPE), a group of state and district agency data analysts and collaborative researchers. Previously a staff economist at the World Bank and econometrician at Duke University, Ms. Cratty has extensive experience in applied policy research in the areas of education, labor, and equity, using large panel survey and administrative data sets. Among her key publications are statewide student-level longitudinal policy research papers and evaluations of public investments, in journals such as Economics of Education Review and Economics of Transition.

dabney formattedElizabeth Dabney is the associate director for research and policy analysis at the Data Quality Campaign. In this role, she leads DQC’s research and policy analysis efforts in support of the organization’s goal to help states ensure success for all students through access to and meaningful use of high-quality data. Elizabeth manages DQC’s Data for Action state survey, collecting and analyzing data on states’ progress toward key milestones in the development and use of education data to improve student achievement.

 

LJ for siteLaura is the Director of the College and Career Readiness and Success Center, a federally-funded national technical assistance center that helps states better inform, align, and support efforts to ensure that all students are ready for success in college and careers.

Laura recently served as a Special Assistant at the U.S. Department of Education, where she advised the Secretary and Assistant Secretary on one of the Department’s major college and career readiness initiatives, ESEA flexibility, which grants waivers to states of key provisions of the ESEA in exchange for State-led reforms in the areas of standards and assessments, accountability and educator evaluations. Laura also oversaw efforts to develop policies and provide technical assistance to States regarding special populations, including American Indian/Alaska Native students, English Learners, children in foster care, students who have dropped out of school, homeless children and incarcerated youth.

The path to policy-making and implementation began when she taught stateside, then in Polynesia while serving as a Peace Corps Volunteer in the Kingdom of Tonga where she taught English. Laura has also overseen multi-million dollar postsecondary access programs funded by the National Institutes of Health and the Gates Foundation. Laura attended the University of California, Los Angeles and the University of California, Berkeley, but will always be a diehard Bruins fan. She hails from Los Angeles, California.

Jean Osumi is the Project Director for the Hawaii Data eXchange Partnership (Hawaii DXP) which is managed by Hawaii P-20 Partnerships for Education (Hawaii P-20). Prior to joining Hawaii P-20, she was the Dean of Student Services at the University of Hawaii-West Oʻahu, and was an academic advisor at the University of California, Davis. The Hawaii DXP is Hawaii’s cross-sector, longitudinal data system which currently links data from K12 to postsecondary to the workforce.
