Overview
This is the first of a two-part webinar series hosted jointly by the College and Career Readiness and Success Center at AIR (CCRS Center) and American Youth Policy Forum (AYPF) aiming to draw connections between the growing understanding of how states can more accurately measure college and career readiness and relevant state policy considerations.
This first webinar closely examined the alignment between secondary and postsecondary education and the range of multiple measures that states are beginning to use. Panelists discussed both the national landscape and promising practices from the states along with tools and resources to assist others in this critical work.

Presenter Biographies:
Laura is the Director of the College and Career Readiness and Success Center, a federally-funded national technical assistance center that helps states better inform, align, and support efforts to ensure that all students are ready for success in college and careers.
Laura recently served as a Special Assistant at the U.S. Department of Education, where she advised the Secretary and Assistant Secretary on one of the Department’s major college and career readiness initiatives, ESEA flexibility, which grants waivers to states of key provisions of the ESEA in exchange for State-led reforms in the areas of standards and assessments, accountability and educator evaluations. Laura also oversaw efforts to develop policies and provide technical assistance to States regarding special populations, including American Indian/Alaska Native students, English Learners, children in foster care, students who have dropped out of school, homeless children and incarcerated youth.
The path to policy-making and implementation began when she taught stateside, then in Polynesia while serving as a Peace Corps Volunteer in the Kingdom of Tonga where she taught English. Laura has also overseen multi-million dollar postsecondary access programs funded by the National Institutes of Health and the Gates Foundation. Laura attended the University of California, Los Angeles and the University of California, Berkeley, but will always be a diehard Bruins fan. She hails from Los Angeles, California.
On December 9, 2013, Emmy Glancy joined ECS as Policy Analyst and Project Coordinator for the Postsecondary and Workforce Education Development Institute. In her role, Emmy will focus on The Blueprint for College Readiness initiative, which is designed to help states maximize recent policy changes that share a common vision: to increase the number of students who are college and career ready, decrease the need for remedial education, and increase the rate of students who complete a high-quality postsecondary credential. Before joining ECS, Emmy was the P20 Alignment Director for the Colorado Department of Higher Education. She also served as Program Manager in the Office of Standards and Assessments for the Colorado Department of Education, and staffed Colorado’s P-20 Education Alignment Council. Emmy received her bachelor’s degree in Political Science and Journalism from the University of Iowa and holds a master’s degree from the University of Colorado.
Mary Fulton is a policy analyst in the Postsecondary and Workforce Development Institute and focuses on issues related to remedial education, college readiness and completion, governance and accountability, and also serves as a generalist on higher education topics. Previously, Ms. Fulton served as a K-12 generalist in the Information Clearinghouse. Mary was a lead staff member for the organization’s No Child Left Behind work and arts education project, and was responsible for ECS’ e-Clips. Throughout the 1990s, Mary served as the organization’s school finance expert.
Lexi Anderson joined ECS as a researcher in February 2014. Prior to joining ECS, Lexi worked as an academic advisor for 3 ½ years with undergraduate and graduate students. Lexi’s role at ECS includes working with Lumina Foundation on the Strategy Labs project, tracking enacted and pending legislation, creating trend reports and preparing legislative summaries. She also has contributed to the Blueprint for College Readiness. She earned her bachelor’s degree in political science from Loyola University Chicago, her master’s degree in leadership in higher education from the University of St. Thomas and is working on her Ed.D. in higher education at the University of Denver.
Paul D. Turman (Ph.D. University of Nebraska-Lincoln, 2000) is the System Vice President for Academic Affairs with the South Dakota Board of Regents which is responsible for the governance of South Dakota’s six public universities. In his position, Dr. Turman coordinates academic and research related initiatives and policies for the South Dakota Regental system. These responsibilities include oversight of new program development, system general education, workforce development, state level competitive research grants, Research Centers, expanding economic development opportunities, as well as the ongoing management of four areas within the Board of Regents system office: 1) Institutional Research, South Dakota Digital Library, Research and Economic Development and Scholarship Program Coordination. Before joining the South Dakota Board of Regents staff, Dr. Turman taught as an associate professor at the University of Northern Iowa (UNI), and was recognized for outstanding teaching and service at the institutional and national level. Throughout his academic career he has published 34 peer reviewed research articles at the national and regional level, as well as co-authored three books.
