Jennifer Dounay Zinth, Senior Policy Analyst, co-directs the ECS Information Clearinghouse, which provides policy and research information and analysis to state education leaders and their staffs, the media and the general public. Zinth also leads ECS’ High School Policy Center, which provides state policy information, analysis and research on a number of high school reform issues, including dual enrollment. Zinth has presented and written extensively on dual enrollment and other mechanisms to improve transitions from high school to postsecondary, and her work has been cited in state dual enrollment policy changes.
Katherine Hughes is the Assistant Director for Work and Education Reform Research at the Community College Research Center (CCRC) and the Institute on Education and the Economy (IEE), Teachers College, Columbia University.. Since joining CCRC/IEE in 1995, Hughes has led and conducted research on the transition from high school to college and careers, including projects addressing the national school-to-work initiative, employer involvement in high schools, work-based learning, career academies, secondary-postsecondary partnerships, and state policies that facilitate transitions and pathways. Her current work focuses on the potential of dual enrollment for preparing disadvantaged youth for college. Hughes has published results from her work in a range of periodicals including Journal of College Student Retention, Community College Review,Teachers College Record, Techniques, and Phi Delta Kappan, and she co-authored the book Working Knowledge: Work-Based Learning and Education Reform (with Bailey and Moore; from Routledge Falmer Press). Hughes serves on the New York City Advisory Council for Career and Technical Education. She holds a doctorate in sociology from Columbia University.
Joel Vargas leads the work of JFF’s “High School through College” team and helps to set the organization’s priorities and direction. He also researches and advises on state policies to promote improved high school and postsecondary success for underserved students. He has helped policymakers and intermediary organizations develop state and federal policies that expand early college schools and other school designs incorporating college coursework into high school.
Since joining JFF in 2002, Dr. Vargas has designed and implemented a research and state policy agenda for implementing early college designs; created policy frameworks, tools, and model legislation; written and edited white papers, research, and national publications; provided technical assistance to state task forces and policy working groups; served on a number of national advisory groups; and organized and presented at national policy conferences.
Dr. Vargas has directed, initiated, and studied a variety of middle school and high school programs designed to help more underrepresented students get into and through a postsecondary education. He also has been a teacher, editor, and research assistant for the Civil Rights Project at Harvard University. He is coeditor of two JFF books: Double the Numbers: Increasing Postsecondary Credentials for Underrepresented Youth (Harvard Education Press) and Minding the Gap: Why Integrating High School with College Makes Sense and How to Do It(Harvard Education Press).
In 2005, Dr. Vargas was featured in the Chronicle of Higher Education as one of “Higher Education’s Next Generation of Thinkers.” He received a B.S. in journalism from Boston University and an Ed.D. from the Harvard Graduate School of Education.
